  2.  @slome815  The Netherlands are a classic example, but I think Dhaka in Bangladesh, Calcutta, Venice and St Petersburg all face the same issues. But yes, the Dutch don't ask questions about flood defences whereas the Americans do.

  7. You forgot one VERY important and worrying factor, both Russia and the USA have "dead hand" defence systems which could be automatically triggered by such an event starting a nuclear war.
