  1. The word you are looking for is "quipu" and it is debatable whether it was writing or just a tally system. The best description is proto-writing.

  2. Depends how you define it. The Caspian Sea has naval vessels on it, but is an inland sea. My guess would be some of the African lakes, but it depends whether you consider smaller vessels a navy. Bolivia used to have a coastline and lost it, so they probably need a fleet on the lake to compensate.
