It started as a method to REPRESENT the population, and changed into a tool to win elections and stack the deck. So when Republicans (or Dems) have the majority, they try to redraw the districts to ‘rebalance’ the demographic, but it’s really to give them a majority in any area, or as many areas as possible so state elections favor their party. So imagine a big city, that is a majority of Democrats. What Republicans do is slice it up into a pie, mixing each slice with large Republican rural areas to give them an advantage. It’s wrong as hell.
