  2. If only. The bill must be written, Congress has to pass it, then the Senate has to approve and pass it, then the president must sign the bill into law. A president only has direct control over the departments under him, and even then his limits are to appoint or replace department heads. This is why Republicans are wanting to grant the President expansive powers to totally control all state agencies. Imagine no more right of due process, habeas corpus, free speech or free press.
