  4.  @Xander-dx6mw  -- True, but keep in mind too that most cities real 'manager/mayor' is the "City Manager." They have the job of running the day to day operations, to hire and fire department heads, etc., and often make more than the mayor because of the position demands and requirements. How much of what you blame Pete for was the responsibility of the City Manager? Also keep in mind that faux pas of when Pete fired the black police chief. The lawsuit was won on the grounds that Pete didn't have the authority to fire him, which he didn't, that was the city managers responsibility or job. The police chief was fired for insubordination and won his lawsuit for wrongful dismissal because it wasn't the Mayor's job to fire him.
