There is no written record of a promise from NATO or the United States that NATO would not expand after the fall of the Berlin Wall. According to Mikhail Gorbachev, who was the Soviet leader during the reunification of Germany, the question of NATO's expansion did not come up in discussions. Additionally, the 1990 treaty known as the 2+4 Treaty, which facilitated German reunification, did not mention NATO's ability to expand farther east. Subsequent agreements, like the NATO-Russia Founding Act in 1997, also made no mention of a prohibition on eastward expansion.
