  1. Not an economist but I know that Reeves has got it wrong. Government spending is nothing like household spending or a credit card. You can't get growth by cutting government spending & relying on private equity, otherwise Austerity would have been a great success.. To underline the point, the government doesn't have to raise revenue via taxation before it can spend. If that were true QE could never have happened..
