  2. I seem to remember reading or seeing something about how they introduced divers and boats after a fatality when a car went into the water and no one could save the driver? The thought of building raised barriers wasn't considered because it would interrupt the view (in those days).

It's not that easy to unhitch a harness while trying to get a door open, while trying to make sure you have the ability to hold enough air, while trying to figure out, once you get out of that car, which way is up in that sludge. Yeah, nah...f*** that...( just saw the end...thank the water gods it was just a muddy puddle)
