Aboriginal people weren't counted in the official census figures until after a referendum in 1967. They had voting rights (except for a couple of states) but weren't counted in the population and separate laws applied to aboriginals. The referendum recognised them as citizens of Australia. Interestingly, there has been a common belief since the 1970s that aboriginals were classified under the 'Flora and Fauna' Act prior to the referendum. However, this claim has turned out to be a myth and originated as a metaphorical statement made by an academic who compared the lack of rights of aboriginal peoples to that of flora and fauna. To be honest, I think that the governments of the day spent most of their time pretending that aboriginal didn't exist, such was the way they were treated. It is no secret that Lang Hancock, a Western Australian mining magnate from the 60s and 70s, once approached the WA govt with an idea to put drugs in the water supply of remote aboriginal communities to render them sterile. Yes, even as late as the 60s/70s, genocide was discussed.
