  44. i parked in a car park the other day and purchased my parking ticket , when i returned to my car there a penalty charge notice on my windscreen , why i dont know as i had paid and followed the instructions on the notice board , i know the councils claim to be running out of money , but why give a penalty notice when people have paid and followed the rules , they seem to be a law unto themselfs.
