There are housing zones that restrict things like the number of student housing allowed in an area, where commercial property can be located etc etc. Residents are usually protected to a degree. I think the issue lies with corruption and back handers. With money you can have whatever you want whatever the cost. The price hikes are the real issue. I don't know how you could regulate that. Boycott, protest, set up competition to drive down prices..

Leading to the whole refugee hotels "scandal" and not knowing who is genuine or needs deporting. It was a created disaster for the government to swoop in and solve. Our human rights were on the table at one point!! Now we can get them processed and only help those that genuinely need it.
