  12. Indeed a massive Gamble. That by definition Applies to all visionary policies....it can do good if done well. Let s jsut say all the Propaganda narrative and buzz words are helping...it to stsy on the straight and narrow. The proposition is simply too attractive to dismiss for developing nations who want and need help. (The reality is, no one does infrastructure as effciiently AS the Chinese). These spin would help them negotiate terms With China and ensure better transparency. Win win i guess?
