  1. The incentives are all skewed. Private corporations either cannot take the risk on behalf of shareholders as it is uninsurable and unmeasurable or habe to know that it s protected from that risk (i.e. tax payors would habe to hold the baby if things go wrong). Then, why not just make the whole effort a national public health effort managed through public institutions ? Why add all these complicated for-profit private interests elements?
