  1. Yep. Absolutely agree with Charlie. He's not saying that black people are inherently less qualified, he's saying black people are more likely to be hired on the basis of something other than qualification. You should be able to just assume that if someone has x job they're qualified for it, but you can't if some people are getting hired for other reasons.
