  1. Honestly I'm fine with this entire principle. The problem is, they're not going to be upfront about the fact they're not willing to do what's asked of them. They're going to pretend to try, lie about why they couldn't, etc. And at that point it becomes stealing because they're taking money for tasks they're not going to do. And those people should be terminated sooner than anyone with the guts to actually tell their boss "no"; but unfortunately, they won't be.
