Yes, it does mean he wants to take over the means of production. He's just a liar who won't admit it. But in his plan to force employers to give their employees first dibs on shares in their company, he wants to set up a federally run bank that will finance these purchases. So what happens when some employees inevitably cannot pay the loan off? Who owns those shares then? The government, exactly. Bernie's a liar; he's just real good at it (being a career politician will do that for you).
