  3. People often blame these actions and behavior on lack of wealth. Which is just naive, or purposefully stupid. It's 100% culture. As you said, and I've seen having travelled to 3rd and 2nd world countries around the globe. Many of those very poor places would be better to live than Chicago of other similar cities.
