Liberalism isn't one thing, Negative Liberalism wants a small government in order to realise maximised freedom, Positive Liberalism wants to use the government to uplift people so they can realise their freedom. Illiberal ideologies like Socialism try to take the wealthy down rather than uplift the poor.
