  1. Not by U.S. American definition, if your parents are Germans and you have blonde hair and blue eyes but migrate from Argentina to those U.S.A. you are considered "non-White" and "Hispanic" / "Latino" in those U.S.A.

  2. I think that that meme is based on the Blanquemiento they had in Argentina. Argentina used to have a sizeable Black population but they deliberately tried mixing these people with new (primarily Eastern) European immigrants to make them White within a few generations. 4Chan essentially applied the one-drop rule to Argentina because a sizeable part of the population has African ancestry. But if you look indistinguishable from people from Europe... You probably won't be identified as "Black" by anyone other than supremacists.
