"Wales" could basically be translated as "Land of people who can't speak Germanic", Germanic peoples identified themselves with their clan (Sibbe) and their tribe, them with the tribal confederation, so "foreigner" wouldn't be a good translation, rather just "people who can't speak Germanic", which is also why Italy was called Welshland in Switzerland and the Flemish refer to the Francophones as "Walloons".
