It's only a decline for areas which were historically a part of the Western Roman Empire, Central and Northern Europe went from tribal societies to civilisations during this era.

Between 40~60% and regarding some aspects 80%, not sure where you've heard that genetics only play "some rôle" is thing, what measure is genetic is dependent on a lot of things but in the world of psychology it is not controversial at all. To be fair, I read actual psychological studies and not laymen's reporting on it, I know that a lot of Tabula Rasa ideologues have a journalism degree.
