Yep, the People's Republic of China is a great example, they have money for highly expensive surveillance equipment and a large army of intelligence agencies to spy on its own citizens, yet they still cannot afford to feed them. Same in East Germany, Romania, the Soviet Union, Bulgaria, Etc. under Socialism. Ironically "socialist" welfare programmes only exist in Liberal societies, not in Socialist ones.
