That only happens if a language doesn't have many foreign speakers, foreign speakers of languages like Japanese, Korean, and Vietnamese are a dime a dozen so they get offended if you DON'T speak it, but China is more closed off so they are more surprised when a 外國人 speaks their language, especially if it's Hokkien or Cantonese or Hakka.
