More investment in public transportation will be more effective than wider highways, I am glad that railways and metro lines are high on the agenda, but making large highways might incentivise people to drive more. Knowing Manila most cars aren't allowed to freely drive there so they would likely have to expand this system so trucks are more free to drive.
