In my opinion we know that all that special Advisers , Consultants , Crisis specialists and Lawyers from all the NGO's and other lobby's and their financial advisers will steal 25 % of it or more , that is why EU and US staff must be on the ground with video cameras watching every Euro spent. Food kitchens and Hospitals can have a very transparent accounting , what is the problem of UN & EU & US & others staff together watching every spending center ?
