In my opinion, since Europe Industry needs cheap and abundant Oil, Gas, Rare Earths, Minerals, etc. and to manufacture the 400 Gigawatts of Clean Energies they promised in Brussels years ago, Portugal and Spain should make sure the new Deposits from Northern Brasil to Venezuela ( and Colombia) are developed as a unit, by mapping the whole area , on shore and off shore , organizing equipment centers, pipelines , ports, refining, power , water, roads, Jobs and skills, etc. Big Oil wants everyone divided, weak and distracted, so they can get the better deals , but the whole Geological Structure must be approached as a single Industrial site . Will Pr. Lula, Ali, Maduro, etc . find the Engineers, Geologists , Executives , Economists , Lawyers and Chemists to get it done ? Do they realize the potential ? Others want the Region to collapse in Chaos and Civil War , so their Prices are not affected with new Deposits, it's not going to be easy .
