In my opinion the OTCA - ACTO - MERCOSUR - etc. Trade Pacts between South & Central America and Europe will only succeed if the 2 blocks control the DATA CENTERS with advance logic CPU+GPU+Fast Memory Chips now in the works , and trainig a full force of Engineers and Programmers to make sense of the differences in these Markets , and towards Common Currencies , etc. Of course the Jihadis invasion of Europe through the open South , and the slow bleed of the Manufactured Ukraine War also must be resolved : The Oil Sheiks and the Neocon Oligarchs behind them will also try to derail the above. Unity is the key.
