VonderLeyen: The EU Chips Act may or may not become a reality and actual Foundries , but the € 40 billion to Ukraine are a done deal : € 18 billion until today plus € 1.5 billion a month for the next 14 months to the end of 2023 , and that does not include the Reconstruction Funds , so basically Zelenskiy and his bankers become the biggest Investment , in proportion, for the EU Taxpayers, way ahead of the 400 Gigawatts of Clean Energies, the Electric Vehicles Factories and the EU Bankruptcies due to the War and Zelenskiy rejecting all EU Peace Proposals .
