  1. Because Ukraine is at war, the men are required to stay in the country and fight. So most men between 18 and 60 cannot leave the country. Women can join the military on a mostly voluntary basis. Though women in some work sectors such as health care might get drafted. There is nothing strange about this. When your country is being attacked, it it not uncommon for rules like that.
