  1. There are tons of "John Killies" in Ohio, especially the eastern part of the state near Cleveland and Youngstown. These guys will get junk cars from the auction, or from Pennsylvania or West Virginia that didn't pass inspection for $200 or $300 or so from the original owners who don't want to sink the money into them to fix it and just want to get rid of them, take them to the car wash and detail the inside, and MAYBE change the oil. After putting maybe a grand total of $50 into the car they got for a couple hundred bucks in PA or WV, they'll turn around and sell it to some poor sucker in Ohio for $3,000 or more. Ohio has no annual vehicle inspections, and the only thing they do on cars coming in from out of state is run a VIN check on them. That's literally it.
