Because that is how they are, intrinsically. You can NOT be a criminal without good, law abiding citizens. But citizens do not need criminals. Putins Russia NEEDS to control former USSR satellite states, but the governments of Ukraine, Poland, Estonia and other sovereign states do not need to rule Russia, and they do not need Russia to rule them.
