Just my hypothesis, but why not a third option? Not modified gravity, but gravity slows things down, just as black holes slow down things to nearly no time (wording that badly, sorry). When there is a much larger distance between objects on a Cosmic scale, even the minute gravity is just way too weak, so the objects are not bound to gravity, meaning they can "fly away" faster. The big bang could have happened if gravity hadn't yet existed, gravity then formed(?) and started slowing everything down and forming stars and such.🥸
