The problem for russia is that their are currently on track to loose the war. Adding 52 new rockets with minimal damage potential will probably do nothing to a Ukraine which is showing no signs of breaking anytime soon.

If you are talking about nukes then it has always been known that most missiles will reach their target. And Putin knows that using nukes in an offensive war like this will just make russia loose the war even faster.
