  2. The county simply needs to pass & enforce & get in writing agreement from the new temple boss that all lights go out at 10pm. Fine them $10K per night they violate. Easy money. Then the LDS can have their temple movies locally rather than the dangerous drive to Provo or SLC. Win win.
