Before the Nathan Law incident, pan dem has a majority in the geographic constituency and has veto power. Yes, they could have veto the extradition bill, but instead they instigated riot. After that they lost 2 of 4 seats and lost the majority. So you see, it is not the Chinese government it is the people. You will be arrested if you are outside without permission. In US, people are still gathering in the middle of a lock down. They broke the law and yet no one is arrested. In Italy, Italians are now setting up check points and enforcing the law. China is taking down all their check points and temporary hospitals. The medical staff are returning home.
