  5.  @sueross7411  I said statement of sovereignty. It stated Ukraine will be permanently neutral and will not join any military bloc. That was 1990. Obviously Ukraine violeted their own law. The Budapest agreement is baed on the fact Ukraine will be neutral. This is obviously not the case now. In 2013 US said the Budepest agreement is NOT legally binding when they sanction Belarus. You did not read the entire Wiki did you?
