  4. There were 3 balloons over lake Michigan last year. Airforce shot it down with 4 missles cuz one missed. The balloon were flown by a OHIO balloon club. $30 worth of balloon cost us $4M. And you want to spend more? China has spy satellite they don't need balloons.
