There are more than 16 ports in Panama. 5 operated in the Canal. The ports are owned by the Panama, the ports are run by concession with a 25 years lease, Of the 4 ports 2 are run by Hutchinson, one evergreen (Taiwan) , 1 by Carix (US). So Rubio is lying. China does not have the capability to close the Canal. The ports are used for loading and unloaoding cargo. The fee is $12 per conyainer.

Hutchinson was British until 2015 merger with CK. China do own a port by Landbridge but is not close to the canal. There are 16 ports in Panama.
