Most societies evolve over time, and those least threatened geographically tend to be the least violent and most progressive, which is why Britain was the first to become reasonably civilised in many ways. The russian empire is an exception, because while it was rarely threatened by its neighbours, but mostly entirely ignored, IT threatened all its neighbours constantly.
