  1. Printing money isn't an answer unless you're about to become a conqueror. There are some really good black and white photos of Germans pushing wheelbarrels around full of money and the historian always denotes they are saving up for a loaf of bread. That's what inflation does to your society. That was Germanys answer after it lost ww1 as well.

  2. You can print gobs of it. Problem is you dont get to decide how much it's worth. Your countries credit score does that.
