It keeps working because, They know it very well that US, UK and France on one side and Russia, China and India on the other side have too many differences among themselves to drop it and confront the real threats of Islam. These countries are too busy hating on each other while 3rd person in the picture is taking the advantage of the quarell in this fight between the two power blocks.
