  2. Money is fungible until Americans pay Pakistan or Saudis or Qataris or Mujahideens. When India was attacked by china, the advice India got from Europe is "do more trade" with them. EU is buying gas from Russia and US wants Uranium from Russia. Infact Europe buys more oil and gas from Russia in an afternoon than India buys in a month. So, basically America is saying don't buy oil from Russia because we have sanctioned them, Don't buy oil from iran because USA has sanctioned them, Don't buy oil from Venezuela because USA has sanctioned them. Buy oil from USA at a higher price. To be an enemy of America is dangerous but to be a friend is absolutely lethal. Henry Kissinger.
