  3. Closing times for pubs clubs and hotels, depend on what the locals will accept. Most restaurants stop alcohol service at 10pm. In the suburbs, residents prefer early closing times due to drunks walking the streets after midnight - vomiting, breaking bottles, crushing and kicking empty cans, etc. The govt issues licences to public places depending on the application, location and residential agreement.
