  1. Most leaders would stay in Kiev as there was little danger of Kiev being taken anytime soon. The forces used were small - we are talking about Kiev being attacked from both sides by maybe 20k troops - at the max level. Main goal of Kiev operation was to force Ukraine to the table - which was success - BUT, west foolishly put breaks on that... not realizing Russia had good plan B.
