  1. Well, they wanted to liberate Donbass only from Kiev regime. But Kiev did not want peace. So Putin decided to pay himself with some Ukrainian land for all the effort. Why take only stuff that you should get, when you can take some extra stuff as well? Kherson region is one of the regions of Ukraine that probably would vote not to join Russia - many others, including Odessa are more likely.
