  1. Well idea is simple, if we tax people very heavily they will be unable to spend on things such as meat or travel (car) or heat their homes - this way we reduce emissions. Imagine 50% carbon tax on everything - we would drop pollution so much overnight we may go negative. I mean pollution in poor countries of Africa is low - JT model - poor people do not pollute. I am not sure through poor people are happy people.
