China's military budget intentionally misleads observers, as they pursue "dual-use" development, ie, appearing civilian in nature but actually strategic.. examples being the "new silk road" logistics supply chain and resource extraction/monitoring/ banking controls or their massive factory fishing fleet made up of double hulled warships able to convert in hours to a weaponized version.. fentanyl factories/virus labs aren't industrial/ scientific in nature either
