  2.  @foxmoontp  when some low level "dignitary" from Niger is invited to bay jeeng, where they attend a conference for a boring subject but are treated lavishly, then a knock at the door, and an extremely young girl or guy is there to see if anything else is needed, or to offer a "gift" of diamonds/gold, and then they are recorded.. Taking the gift. And sent home treated very well, with a program or grant for cheap infrastructure upgrade that gets them political advancement at home, more gifts and programs, helping until well placed enough to black mail.. into signing over concessions on resource extraction and debt loading, until the nation is required to offer strategic land or port for militarization upgrades, even a resort to house troops, and they come in slowly, plain clothes, until those ships and subs or mines and bases are kind of permanent, controlling native population. Sad!
