South Africa and the British both have had top tier mercenary organizations since the 1980s - Executive Outcomes comes to mind as an example with widespread use these last 30 years.

The Flying Tigers were authorized and supplied by US president Franklin Roosevelt as a 'volunteer' effort because the US had not officially entered the war yet, so was an effort to help allies that wouldn't violate the neutrality act. They were paid better because it was a 'danger' mission with high associated risk and less support, but they were not mercenaries. WW 2 help from an isolationist nation required semantics juggling until Pearl Harbor, but, like 'lend-lease' it was very much organized by and from the US White House, with full military honors for all those involved.

Only the CCP of China ever tries to claim the Flying Tigers were independent, because they don't want to admit to any help in defeating Japan (though in truth Taiwan defended China at that time, and then was stabbed in the back by Mao soon after the victory, in a cowardly act of fratricide against the heroes of the war.
