If the IFF transponder was switched off then all that means is that the helicopter wouldn’t provide a challenge to when it was interrogated by the ground based challenge from the SSR system. This wouldn’t have any impact in the aircraft’s ability to fly unless of course the aircraft was in dense fog and required guidance from the ground. But if the authorities checked for signals from the aircraft after it had crashed then the IFF transponder is not going to respond to the challenge from the interrogator …
